Isn't there a 24 hour bid period for unassigned?

The rules actually contradict themselves:
f) During the Off-Season and Regular season, teams can make offers to up to 1 Unassigned Player per 24 hours (from noon to noon EST), if a player receives more than 1 offer, the one with the highest annual salary wins
h) During the Off-Season, teams can make offers to Unassigned Players one (1) week after the end of UFA, the first 24hrs of which will be highest offer wins (in case of two or more identical offers, the first one submitted wins);
It appears we are now after the first 24 hour period, so it is first come first served, one per day as rule h states, but this is contradicted by what rule f says.
